Playground Resurfacing: A Practical Guide for Existing Surfaces

Playground resurfacing is usually the right answer when a surface has lost its finish, grip or impact performance but still sits on a sound, well drained base. Stripping everything out and starting again is expensive advice when the real problem is a tired wearing course rather than a failed foundation. This guide covers how to judge when an existing playground surface can be overlaid, what to check first, how to prepare the old surface, and how resurfacing restores EN 1177 critical fall height and accessibility.

Playground Resurfacing or Full Replacement: How to Decide

The decision rests on the condition of the base and the bond, not on how the surface looks. Three questions settle it: is the system still bonded, is the base sound and draining, and does the surface still perform at the required critical fall height? Where the answers are yes, yes and yes or recoverable, playground resurfacing is the right call. Where the base has failed or the surface is delaminating widely, replacement may cost less over the life of the asset.

Assessing the Existing Surface Before You Commit

Before any overlay is specified, the existing surface needs a survey that answers two questions: is it still stuck down, and is it still thick enough to do its job?

Bond and delamination

Delamination is the surface parting company from the base course, or the base course from the base. The field test is a tap: a hollow, drummy sound under a light hammer signals a void. Tap the whole area, focusing on edges, equipment legs and high wear zones, where water gets in first. A small de-bond can be cut out and patched; delamination across a wide area points to a base or drainage failure rather than a surface one.

Wear, thickness loss and impact test history

Measure the wearing course thickness in the high wear zones and compare it with the original specification. A surface that passed its last impact test with margin and has only lost finish since is a good resurfacing candidate. One that failed, or was marginal, needs the build-up reviewed to restore performance.

The checks worth recording before you commit are:

  • Bond condition across the area, including edges and equipment legs.
  • Wearing course thickness in each high wear zone against the original specification.
  • Cracks, settlement, heave or hollow areas.
  • Drainage behaviour and any ponding or clogged porous areas.
  • The most recent impact test result and the tested critical fall height.

Matching the condition to the right response

Sub-base and Drainage Come First

An overlay is only as good as what it is bonded to. If the base has settled, cracked or stopped draining, a new wearing course will inherit those faults. Preparing an Old Surface for an Overlay

Cleaning and repairs

An overlay bonds to the existing surface, so that surface must be clean, dry and sound. Remove debris, moss and algae, cut out de-bonded patches back to sound material, repair with the same granule grade, and let it dry fully before priming. Priming and edge condition

Old rubber does not automatically bond to new rubber, so a compatible primer is applied first. Check the perimeter kerb is sound, deal with lifted or feathered edges, and keep thresholds flush and trip free.

Overlaying New Wet Pour or EPDM Over the Old Surface

Once the old surface is clean, sound and primed, it can act as the base for a new wet pour or EPDM build-up. That is the essence of playground resurfacing: the existing system is kept as a structural layer. The question that follows is how much new material.

Does the overlay need a new shock pad?

It depends on the required critical fall height. If the existing system already meets the height and only the wearing course has aged, a new EPDM wear layer may be enough. If the fall height must increase, or the surface is marginal on its last test, a shock pad layer is added underneath. Restoring Critical Fall Height and Accessibility

The point of resurfacing is a surface that again does its safety job. Under EN 1177, impact attenuating surfacing is assessed by dropping an instrumented headform and measuring the critical fall height through HIC and g-max. ASTM F1292 applies the same principle with a g-max limit of 200 and a HIC limit of 1000. A correctly specified resurfacing restores those limits by returning the system to its design thickness. Accessibility matters equally. ASTM F1951 and the ADA accessibility requirements expect surfaces under and around play equipment to be firm, stable and slip resistant, and reachable on a continuous accessible route. Resurfacing preserves this when levels are controlled and thresholds stay flush.

Cost and Downtime: What Resurfacing Really Saves

Resurfacing over a sound system avoids the two largest cost blocks in a full replacement: excavation and disposal of the old surface, and rebuilding the base. It also shortens closure, which matters for a school working around term dates or a leisure operator trading every day. When Full Replacement Is the Better Call

Sometimes the right answer is to take the old surface out. Replace rather than resurface when:

  • The surface is delaminating over a wide area or the base course is crushed and exposed.
  • The base is cracked, settled or heaved and cannot be repaired locally.
  • Drainage has failed in a way that an overlay cannot fix.
  • Additional build-up would raise levels and create trip hazards or break accessibility.
  • Repeated patching is already costing a meaningful share of a replacement year on year.

In those cases a full strip and re-lay, with the base and drainage corrected first, is the cheaper and safer option over the life of the asset: resurface the surface, replace the base.

Frequently Asked Questions

Can any existing playground surface be overlaid?

No. Only a surface that is sound, bonded and sitting on a base that drains. A surface that is delaminating, waterlogged or over a failed base will simply pass its faults up into the new layer.

Does resurfacing restore the original critical fall height?
